Off payroll reforms: April 2020 implementation or further delays?

The Budget has been announced for 11 March 2020 which seems extremely close to the start of the 2020/21 tax year and the introduction of the off-payroll reform on 6 April 2020.
This begs the question, will the off-payroll reform be delayed similarly to the delay of the VAT reverse charge in construction? The VAT reverse charge in construction was set to be introduced on 1 October 2019, however, due to industry representatives voicing how unprepared some businesses were (as well as other goings on, such as Brexit) its implementation was delayed by 1 year.
Will the reforms be discussed in the Budget and implemented some 3 weeks later? It isn’t impossible; however, it leaves businesses in limbo until very close to D-day and so we would recommend that businesses do not gamble their chances and ensure they are prepared for 6 April 2020.
Interestingly HMRC mention their “comprehensive programme of education and support activities” – other than their guidance, we would be interested to learn if anyone has benefitted from HMRC support in relation to off-payroll working. Any takers?
