Government has announced a call for evidence on the effectiveness of both the Construction Industry Training Board (CITB) and the Engineering Construction Industry Training Board (ECITB).
This is following a review of the Industrial Training Boards (‘ITBs’) announced by Government when it published its Post-16 Skills plan for England, launched in July 2016.
Evidence is being sought primarily from stakeholders currently in scope of the CITB or ECITB Levy Orders. Government would like views on the current and future operation of the two ITBs and the relevance of such bodies post the introduction of the Apprenticeship Levy in April 2017.

Following the announcement of the Apprenticeship Levy, there has been scepticism around the need for ITBs and their levies.
At present, businesses caught by the levies will have the pay the Apprenticeship Levy and both the ECITB and CITB levies, and since the objective of both of the levies is the same, businesses are questioning the need for both.
The outcome of the consultation will hopefully shed light on how the levies could work in unison, or whether the CITB and ECITB levies will be scrapped.
