Government Issues Information on Preparing for Off Payroll Working in the Private Sector

Government has issued further information on preparation for the changes to IR35 that come into effect in April 2020.

  • Hirers, Agencies and Intermediary Companies will need to agree the process for review of the workforce to identify supply which is made via Personal Service Companies (PSCs).
  • They will need to identify if current contracts run beyond April 2020
  • They will need to ensure that contractors understand the changes
  • Process will need to be followed to check if the off-payroll rules apply to future engagements

Whilst it is encouraging to see Government issuing information in preparation for these changes, in our opinion this fails to recognise the enormity of these changes and their massive effect on industry. 

We consider that Government needs to be running mainstream advertising about these changes as the biggest issue is informing the parties in the supply chain of the changes and what they mean to them.   With implementation potentially meaning a considerable cost increase it will be important that the effects are understood and addressed to avoid potential disaster come April 2020.
